2. Article 51A of the Indian Constitution — Fundamental Duties. Fundamental Duties were incorporated into the Constitution through the 42nd Constitutional Amendment in 1976. Subsequently, the 86th Amendment in 2002 added Article 51A(k), establishing the duty of a parent or guardian to provide educational opportunities to children aged 6 to 14 years.

3. Panchayati Raj Act — 1994, 1999. The Kerala Panchayat Raj Act, 1994 (Act 13 of 1994) serves as the statutory framework for the three-tier Panchayati Raj system in Kerala. The primary objective of the Act is to empower Grama, Block, and District Panchayats as institutions of self-government and to achieve participatory development and social justice. Official records also note amendments including Act 11 and Act 13 of 1999. The Kerala Local Authorities (Prohibition of Defection) Act, 1999 (Act 11 of 1999) was enacted to curb floor crossing (defection) in local self-government institutions and to lay down provisions regarding the disqualification of defecting members.
